Morocco’s Commitment to Renewable Energy and Industrial Growth

Morocco is making significant strides toward a greener industrial future, with renewable energy already accounting for 46% of the country’s installed electricity capacity. The government has set an ambitious target to push this figure beyond 52% by 2030, reinforcing its commitment to sustainable development and decarbonization.
On November 4, 2025, Head of Government Aziz Akhannouch led a pivotal signing ceremony in Rabat, marking a major milestone in Morocco’s energy transition. The newly inked agreement aims to deliver 5 gigawatts of green electricity specifically for the industrial sector within the next five years.
This landmark pact unites key players including the government, the National Office of Electricity and Drinking Water (ONEE), the Moroccan Agency for Sustainable Energy (MASEN), and the National Agency for Strategic Management of State Holdings (ANGSPE). The collaboration is designed to streamline costs throughout the energy value chain while fairly distributing responsibilities between ONEE and MASEN. It also ensures long-term contractual and financial stability for renewable energy projects, aligning with Morocco’s broader state participation policies.
Akhannouch highlighted that this initiative is a direct reflection of King Mohammed VI’s vision for a sustainable energy future. The agreement is a cornerstone of the National Renewable Energy Program (PNER), aiming to boost energy efficiency and foster strong partnerships between government bodies and renewable energy institutions.
Coinciding with the third National Industry Day in Rabat, Akhannouch also celebrated the growing success of “Made in Morocco” products. He shared encouraging economic data showing that the manufacturing sector’s added value rose to 3.3% in 2024, up from 3.1% the previous year. Industrial exports surged to MAD 389 billion (approximately $38.9 billion), with foreign direct investment in the sector making up over 35% of total inflows clear signs of Morocco’s evolving competitive industrial landscape.

Key Agreement to Deliver 5 Gigawatts of Green Electricity for Industry

The government’s commitment to industrial growth is evident in its investment in world-class infrastructure, including the Tanger Med port, an extensive highway network exceeding 1,600 kilometers, and the high-speed rail link between Casablanca and Marrakech. Over 150 industrial zones have been established, and more than 400,000 hectares of industrial land have been mobilized to support expansion. These efforts have attracted top-tier investors and positioned Morocco as a hub for high-value industries such as automotive, aeronautics, pharmaceuticals, and electronics.
To further enhance industrial competitiveness, the government has introduced reforms like tax predictability measures, accelerated VAT refunds to improve business cash flow, and improvements to the business environment through the new Investment Charter. Despite global energy shocks since 2022, Morocco has maintained stable electricity prices by absorbing international market fluctuations at the state level, helping industrial companies stay competitive while preparing for a clean energy transition.

Infrastructure, Policy Reforms, and Future Outlook for a Sustainable Industrial Sector

Looking ahead, Morocco recognizes the critical challenge of decarbonizing its industry. The country is placing strong bets on green hydrogen development and ensuring access to affordable green electricity to meet the demands of international markets.
A decade after launching its integrated industrial strategies, Morocco has doubled many key performance indicators. Today, manufactured goods represent 87% of national exports, and the industrial sector stands as one of the country’s largest employment providers testament to Morocco’s successful journey toward a sustainable and competitive industrial future.
