Celsia Explores Innovative Paths for Wind Energy Growth in Colombia

Celsia is actively seeking alternative sites for wind energy projects in Colombia, aiming to navigate around the socio-environmental challenges affecting its ventures in the tumultuous La Guajira department.

The company, headquartered in Medellín, is advancing with plans for a 10MW wind power pilot near Barranquilla and Cartagena. This initiative marks a significant step towards broader wind energy development in the Atlántico and Bolívar regions. Celsia's CEO, Ricardo Sierra, shared with shareholders at the annual general meeting that construction for the pilot project is set to commence shortly.

In efforts to mitigate environmental and social risks, Celsia is exploring project opportunities in regions known for lower socio-environmental challenges. "We are analyzing and developing projects in other areas where the environmental and social risks are not so high," Sierra stated.

The company had previously indicated a potential shift away from La Guajira, considering the sale of wind power projects with a combined capacity exceeding 300MW, focusing its attention towards Peru. Projects like Acacia 2, Camelia, Camelia 1, and Camelia 2 have encountered opposition from local communities, prompting Celsia to contemplate their sale. Despite over 200 prior consultations since 2018, community resistance has persisted.

During the shareholders' meeting, Sierra explained, "We currently have all options on the table," including the possibility of ceasing the licensing for these projects and transferring them to entities willing to undertake their construction and operation.

Celsia's challenges in La Guajira reflect a broader industry trend, with companies like EDF Renewables, Enel, and Grupo Energía Bogotá also reporting project delays due to social opposition. Nonetheless, Sierra noted that La Guajira's high wind speeds continue to make it an appealing destination for wind energy developers, despite the ongoing social conflicts.
