Morocco’s Energy Evolution: ANRE Establishes Landmark Tariffs for Surplus Renewable Electricity

Morocco’s National Electricity Regulatory Authority (ANRE) has reached a pivotal milestone in the nation’s energy transition by establishing the first ever tariff for surplus electricity produced under the country’s renewable energy and self-production laws. This decision, finalized during a council meeting on February 17, marks a significant step in building a transparent and evolving pricing framework for the national power sector. The new rates are scheduled to take effect on March 1, 2026, and will remain in place through February 28, 2027.

The newly approved tariff is set at 21 centimes per kilowatt-hour during peak hours and 18 centimes per kilowatt-hour during off-peak periods. Currently, these rates apply uniformly to all production installations feeding into high, very high, and medium voltage networks. While low-voltage tariffs are not yet included, ANRE has indicated that these will follow once the appropriate regulatory and technical frameworks are fully finalized.

In adopting this single tariff structure differentiated only by time of use ANRE seeks to strike a delicate balance between the economic viability of independent producers and the financial constraints facing national grid operators. This pricing strategy is designed to support Morocco’s broader sustainable energy transition objectives, ensuring that the growth of renewable energy remains both ambitious and fiscally responsible.

The decision to implement a relatively short one year regulatory period is intentional. ANRE plans to use this timeframe as an evaluation window to monitor market response and system performance. This period will allow for the harmonization of all tariff cycles before a comprehensive review of the entire pricing framework takes place in early 2027. Looking ahead, the next major regulatory milestone will be the determination of the distribution services contribution required under the self production law.

In addition to the surplus electricity tariff, the council approved several annual adjustments to network usage charges, also effective March 1:

  • National transmission network tariff: 6.85 centimes per kilowatt-hour
  • Medium voltage distribution network tariff: 6.07 centimes per kilowatt-hour
  • System services compensation: 6.81 centimes per kilowatt-hour

Together, these regulatory decisions lay the groundwork for a more predictable and progressive energy environment. By clarifying the financial returns for surplus generation and refining network costs, Morocco continues to strengthen its position as a regional leader in renewable energy, providing the clarity needed for further investment in the sector.
