HROTE's €257.2M auction powers Croatia's green leap: 607.25 MW wind, solar, and hydropower projects

Overview of the auction initiative

Croatia is advancing its Renewable Energy sector with the launch of the second phase of premiums auctions for wind, solar, and hydropower projects. This initiative, managed by the Croatian Energy Market Operator (HROTE), aims to bolster the country’s green Energy production capabilities.

Auction details

The new auction phase includes a total capacity of 607.25 MW, with an allocation of 150 MW for wind power, 450 MW for solar energy, and 7.25 MW for hydropower. HROTE has set aside €257.2 million to support these projects, reflecting Croatia's commitment to Renewable Energy.

Eligibility and bidding

The auction process is divided into two segments. The first segment targets projects with capacities exceeding 1 MW, while the second focuses on smaller projects ranging from 200 kW to 18 MW for wind and 200 kW to 6 MW for solar. This structure aims to encourage participation from various stakeholders, including small and medium-sized enterprises and Renewable Energy communities.

Competitive criteria

To ensure competitiveness, HROTE requires at least three valid bids for each category. The maximum individual premium is set at €30 million. Bidders must submit bank guarantees amounting to €6.636 per kW of connected capacity. Projects will be evaluated based on the lowest offered reference price and connected capacity.

Strategic importance

This auction is part of a broader strategy to meet Croatia’s Renewable Energy targets and enhance its energy independence. The initiative is aligned with the government's subsidy program for incentivizing renewables and high-efficiency cogeneration. The selection process will conclude by June 27, with subsidies distributed by December 31, 2024.
