Ruben holds a degree in Industrial Civil Engineering from the Pontificia Universidad Católica de Chile and a Master's in Data Science from Universidad Adolfo Ibañez. At the Ministry of Energy, as Head of the Energy Economics and Sustainability Unit, he has been driving the green hydrogen industry in Chile by analyzing demand, supply chains, and tax and financial instruments. He actively participates in national energy development, building knowledge about various energy markets, their economic impact, and their strong link to mitigation and air decontamination strategies. Additionally, in 2016, he completed a diploma in Electrical Sector Regulation at Universidad de Chile, and in 2018, he completed an international research internship in Energy Systems Modeling at University College London (UCL) in London, England.
