Greece Accelerates Wind Power Expansion with 340 MW Added in 2025

Greece added 340 MW of new wind capacity in 2025 through the installation of 76 onshore turbines, representing a year-on-year increase of 6.4 percent and total investment of approximately EUR 420 million. With these additions, cumulative installed wind capacity in the country rose to 5,695 MW.

Industry representatives describe the recent figures as a turning point for the sector, following several years of relatively modest growth. HWEA expects the pace of development to continue, forecasting an additional 900 MW of wind capacity to be commissioned in 2026.

Project pipelines signal sustained growth
The outlook for the next 18 months remains strong. Around 1.1 GW of wind projects are currently under construction or under contract, with most expected to reach commercial operation by mid-2026. In parallel, approximately 200 MW stem from earlier auction rounds held between 2018 and 2022.

However, the data also highlights persistent bottlenecks. Of the 1,592 MW awarded through those auctions, only 852.4 MW had been connected to the grid by the end of 2025, underscoring delays related to permitting and grid access.

According to HWEA, close to 2 GW of licensed wind projects have not yet been completed, although roughly half are already under construction or contracted. A further 3 GW have received environmental approval and are awaiting grid connection terms.

These projects, particularly the most efficient ones, represent national value and can contribute directly to lowering electricity costs for consumers,” said Panagiotis Papastamatiou, General Director of HWEA, highlighting the importance of accelerating grid and permitting processes.

Market leaders and technology landscape
In terms of ownership, Terna Energy remains the largest wind power operator in Greece, accounting for 18.2% of installed capacity. It is followed by MORE with 13.6%, Iberdrola Rokas with 7.2%, Principia with 6.5% and PPC Renewables with 5.6%.

On the manufacturing side, Vestas dominates the Greek market with a 44 percent share of installed turbines. Enercon follows with 25 percent, while Siemens Gamesa and Nordex account for 15.8 percent and 9.2 percent respectively.

Wind power’s growing system impact
Wind energy continued to play an increasingly important role in Greece’s power mix throughout 2025. On April 28, wind generation reached a record hourly share, supplying 97.2 percent of national electricity demand. Over the course of the year, wind farms covered more than half of total electricity demand for 616 hours.

As Greece advances its energy transition and expands renewable capacity, wind power is emerging as a central pillar of system reliability, cost reduction and long-term decarbonisation.
