Frank Vanoy is an Energy Specialist at CAF – Development Bank of Latin America, where he supports the strengthening of the energy sector across the region through technical advisory, programme development, and financing support. In his role, he focuses on improving the technical quality of energy credit operations, identifying business opportunities, mitigating sector risks, and advising teams throughout the evaluation, structuring, and monitoring of financing programmes. With more than two decades of experience in the energy sector, Frank has built a strong track record across power transmission, commissioning, electrical design, and project execution in Latin America. Prior to joining CAF, he served as Advisor to the Vice Presidency of Transmission at Grupo Energía de Bogotá, where he led technical aspects of project development, maintenance planning, contract administration, and the implementation of new infrastructure initiatives. Earlier in his career, Frank held technical and leadership roles at Jacobs, Siemens, Aker Solutions, Inprelco Ltda, and Seringel, contributing to major power and mining-related projects across Colombia, Chile, Bolivia, Peru, and the United States. His experience includes high-voltage substations, transmission and distribution systems, commissioning and ramp-up processes, and the development of technical standards and engineering solutions for complex energy operations. Recognised for his deep technical expertise and practical understanding of energy infrastructure, Frank actively represents CAF in industry forums, seminars, and high-level events, contributing to the advancement of reliable, efficient, and sustainable energy systems across Latin America.
